Because the Site Host earns monthly revenue while the outside investor (Owner Operator) assumes the risk: the investor pays for the site survey and all chargers plus the monthly EV electricity usage prior to the utility due date AND pays the Site Host 10% of the net profit in EV usage.
The Site Host pays the one time charge for any required utility upgrade. They also continue to pay for their own non-EV power usage.
